St Estevam rejects RP-21 for village

OLD GOA: Rejecting outright the notified regional plan 2021 for St Estevam, the locals demanded that the government should respect and abide by the draft Regional Plan that was prepared by the villagers.

At the largely attended gram sabha on Sunday, the villagers brought to the notice of the panchayat that a fraud has been committed by the TCP by not adhering to the draft RP submitted by the villagers and demanded that the notified regional plan 2021 should be revoked to save the village from the claws of land grabbers.

Speaking to Herald, Bismarque Dias said the fraud came to light when the local Church authorities had gone to the TCP to take construction permission for residential purpose. “However, the TCP officials rejected the proposal of the Church authorities by stating that a 10-metre road passes through the area where the permission is sought,” Dias added.

Dias further informed that when the villagers came to know about the incident, they were aghast to learn that none of the suggestions of the draft RP prepared by the villagers were incorporated in the notified RP 21.

“Hence, the villagers today came in large numbers for the gram sabha to voice their opinion and outrightly rejected the notified plan while demanding that the government should bow down to the wishes of the people,” Dias informed and said the villagers have also demanded that the panchayat should also take the same decision at the panchayat meeting and send the resolutions to the authorities concerned for immediate action.

When contacted, Sarpanch Nolasco Menezes said the panchayat is with the people and they will not allow the village to be turned into a concrete jungle, to satisfy the greed of a mighty builder lobby.

“Orchards, agricultural land, tenancy land, eco-sensitive zones have been converted into settlement areas in the notified RP,” Menezes pointed out while stating that it would lead to the destruction of the village on a large-scale.

While blaming a few Congress MLAs for having a hand in the conversion of land, Menezes demanded that the government should immediately revoke the permissions granted for conversion of land into settlement areas.

However, Menezes said the BJP government has sent a notification stating that the notified RP 2021 has been kept on hold. “As and when the government restarts the process of drafting a fresh regional plan, we will see to it that the settlement areas are revoked,” he added.

PANAJI: St Estevam villagers reiterated their demand for scrapping of the government-notified RP 2021, stating that the sanctity of the plan submitted by the village level committee (VLC) to the town and country planning (TCP) should be adhered to.

The Sunday gram sabha chaired by sarpanch Nolasco Menezes was packed to capacity, as a huge crowd of islanders resolved that the panchayat should not issue in future any construction licences and approval for any activity contrary to the plan legally prepared with the villagers' participation.

The islanders had recently held a public meeting to demand that the villagers' plan be notified by the government.

On Sunday, the villagers also resolved that the panchayat body also reject the notified RP 2021 and demand that the village plan be referred for use in future, at its next fortnightly meeting.

The Jua panchayat, as it is also called, comprises two more smaller but scenic islands of Tolto and Akhada.

The members raised objections to the proposed roads in RP 2021 notified by the government, alleging that these will destroy the still pristine eco-fragile environment on the island.

"No acquisition shall be proposed for widening or for construction of new roads in terms of RP 2021, notified by the government of Goa through TCP," stated one of the resolutions passed on Sunday.

The members urged the panchayat to delete all the roads approved by the panchayat during their fortnightly meetings and also revoke all applications submitted to government departments.

The government should maintain all the eco sensitive zone -1, especially in survey no 224/1, 224/2 and 224/3, as they comprise environmentally fragile areas, undesirable for development.

The villagers demanded that the proposed road shown passing St Estevam church survey no 1 and any applications filed before the government be revoked.

The zoning in the RP needs to be re-done and all VPs should be considered rural and no-development zones. These zones are to be removed from the purview of the TCP and the final decision should rest with the panchayats with no overriding from the state government or any of its departments. This is the only way to ensure that the beauty of Goa is retained as it is now and the onset of the concrete jungles is stopped forthwith! We have voted another corrupt senseless government! Who will save Goa

The natural beauty of Goa is getting slowly eroded with the onset of concrete jungles. The cities of Panaji, Margao, Vasco, Ponda and Mapusa are already beyond redemption and it is time that the government protected the rural lands from being devoured by the ever-greedy/corrupt builders/developers/contractors!
